摘要
健康海洋与可持续发展是联合国“海洋十年”的主题,保护海洋生物多样性、海洋渔业、实现可持续发展是全球共同关注的问题。文章针对当前亟须解决的海马野生资源枯竭、人工养殖技术受限、产业化价值链低端、监管体系和协同不足等问题,系统梳理海马保护与产业开发的现状及发展趋势,提出相关对策,并建议基于自然栖息地基础、科研支撑能力、产业链配套和政策支持等因素建设海马资源保护与高值化利用的示范基地(海马之都),形成跨区域产业协同网络,通过创新“生态产业化、产业生态化”发展范式,打造海马综合产业集群。
Abstract
The United Nations Decade of Ocean Science for Sustainable Development (2021–2030) prioritizes healthy oceans and sustainable development. Protecting marine biodiversity, promoting sustainable fisheries, and achieving global sustainability goals are critical concerns for the international community. This study addresses critical challenges in seahorse conservation and industrial development, including wild resource depletion, limitations in aquaculture technology, low-value industrial chains, and inadequate regulatory coordination. Through systematic analysis of current conservation status and industrial trends, establishing demonstration bases is proposed for seahorse resource protection and high-value utilization (“Hippocampus Hub”), guided by natural habitat integrity, scientific research capacity, industrial chain integration, and policy support. By constructing a cross-regional industrial collaboration network and innovating the development paradigm of “ecological industrialization and industrial ecologization”, the study outlines a strategic pathway to cultivate a comprehensive seahorse industrial cluster.
