TheoTown is a city-building simulation where you begin from nothing and grow your own metropolis. You design the layout of different districts, then build roads and transportation infrastructure to link every area. To keep your population happy and encourage new residents, you must carefully position housing, public buildings, and green spaces. As the city matures, you can add world-famous structures as landmarks to shape the skyline you’ve always imagined. The game also includes a lively community system plus a broad selection of modules to support many building styles.

Gameplay

At its core, TheoTown is about planning, constructing, and managing a city. The game offers four distinct modes: Easy, Middle, Hard, and Sandbox.

  • Easy / Middle / Hard: You work under financial limits and must avoid debt.
  • Sandbox: Money and resources are unrestricted, letting you build freely.

Map tiles and terrain

You start with a map tile generated from a predefined seed. You can customize the land using terrain tools—such as creating hills or reshaping the ground.

Land is divided into three main zone types:

  • Residential zones
  • Commercial zones
  • Industrial zones (including farmland and harbors)

To satisfy your residents and keep growth steady, you can build infrastructure and other services. You can also adjust tax rates to balance your city budget.

City rank and building tiers

A city rank reflects how far your city has developed. As you reach higher ranks, new buildings and infrastructure options become available.

Residential, commercial, and industrial buildings also have levels. Those levels are shown by the number of Theons (the in-game currency value associated with each building/business/resident tier). For instance:

  • Lower-tier inhabitants and businesses correspond to one Theon.
  • TheoTown

  • Higher-tier ones correspond to three Theons.

As you provide better services, inhabitants and businesses become more prosperous—and generally pay more taxes.

Regions and connections

Regions are separate map tiles that are not directly adjacent—meaning you can’t immediately see or build onto neighboring tiles. Their layout is also determined by a seed.

You can connect roads, electrical lines, and water pipes between tiles to share resources.

TheoTown

Online regions allow two or more players to coordinate on the same tile to build a region together.

Public services and disasters

To manage your city effectively, you need public services such as law enforcement, healthcare, fire services, and recreation. If these needs aren’t met, your city can suffer serious consequences—like riots, pandemics, and fires.

Natural disasters may also occur, including earthquakes and tornadoes.

Use TheoTown’s tools to place residential, commercial, and industrial zones, then connect them with roads and important public facilities. You can also shape the terrain with heightmaps to set rivers, hills, and plateaus before building. Transport systems that grow with you

Build roads, highways, and railways—and later add airports as traffic increases. Buses, trains, and planes move people and freight as your city expands. Each transport upgrade can influence traffic congestion and travel time, so it’s worth revisiting routes and capacity as districts change.

Public services and emergency response

The game includes police, fire services, and hospitals to keep day-to-day life running and to handle unexpected events. You’re responsible for responding quickly to fires, crime, and other disasters by placing the right services where they’re needed. As coverage improves, neighborhoods become tougher and overall growth becomes more consistent.

Landmarks and customization

Add famous landmarks, stadiums, and multiple energy system options to give your city its own identity. Architectural choices and signature buildings help define each district. Over time, these additions can support goals like tourism, sports, and power management, aligning with your overall plan.

Plugin ecosystem and creation

TheoTown supports hundreds of community-made plugins, including new buildings, vehicles, and visual themes. If you want to create your own content, the Lua-based API lets you build plugins and share them with others—keeping the experience fresh and helping every city feel different without adding unnecessary complexity.
